I HAVE the honour to forward herewith copy and translation of a Notification of the Governor-General of Formosa, dated the 14th July last, under which export duties are imposed, from the 17th instant, on certain Formosan products shipped abroad, whilst the same goods shipped to Japan are subjected to port clearance charges in two cases, the remainder being liable to the general export tariff.
Without touching on the point as to whether this island may be considered as benefiting equally with the main Island of Japan under the Revised Treaties, I have the honour only to draw your attention to the discrimination shown against the export of teas to Amoy, which touches nearly the British merchants in this country, and through them the mercantile houses in Amoy, of which they are the representatives.
I have the honour to append, for your information, a comparative Table of freights, &c., between Twatutia-Amoy and Twatutia-Kobe, for Oolong teas, taking three half-chests to equal 1 picul.

Ordinance No. 19 of the Formosan Government, July 14, 1899.
Regulations for Export and Port Clearance Duties in Formosa.
1. Of articles exported from this island, those mentioned in the annexed Table of duties shall be liable to export duties under the Tariff in that Table.
2. Those products of this island contained in the annexed Table of duties, under Nos. 5, 6, 8, 9, 13, 18, 19, 20, 21, 22, 23, 24, 26, and 33B, shall be liable to port clearance duties on transport to Japan, the Tariff being for No. 19 1 yen, for No. 20 60 sen, and for other articles the same as export duties.
The articles mentioned in the foregoing clause may not be transported to any port of Japan other than the open ports.
3. Points not determined under these Regulations will be dealt with under the provisions of the customs duties Regulations.
4. These Regulations shall come into force from the 17th July, 1899.

I HAVE the honour to inclose translation of a Notification which appeared in to-day's "Official Gazette" regulating the manner in which the missionary bodies can carry on their propaganda in this country. They provide mainly for registration of places of public worship and preaching stations, and are not calculated to in any way hinder the work of the missionaries.
I propose to call the attention of the British and colonial missionary bodies in this country to the requirements of this Notification.
